National action plan for preventing gender-based violence

With the development of the internet, gender-based violence has taken on new forms, no longer limited to verbal and physical abuse. To effectively prevent such violence, the government, in addition to its ongoing efforts to improve the legal system, has proposed a 2025-2027 national action plan. This marks the first time that gender-based violence prevention has been incorporated into the government's overall development strategy. The plan calls for horizontal coordination and integration among ministries and agencies to address all types of gender-based violence, manage the existing violence prevention network, eliminate biases and discrimination that underpin such violence, and strengthen prevention, protection, prosecution, compensation, monitoring and data collection efforts. Through this approach, the plan aims to swiftly build a society that has no place for this type of violence.

Four key goals and priorities

Eliminating root causes of gender inequality to promote zero tolerance: Strengthen safety measures in schools and public spaces, and implement policies against voyeuristic filming. Conduct a diverse range of awareness campaigns and educational training, and enhance the awareness and prevention capabilities of the public sector and specific groups. Avoid victim-blaming.

Building an effective, welcoming and trustworthy victim services system: Continue to optimize assistance and reporting channels, and implement diverse and individualized support measures. Focus on the needs of disadvantaged groups (children and adolescents, people with disabilities, indigenous peoples, diverse genders and economically vulnerable groups), and provide various mid- to long-term shelter options to help victims become self-reliant and reintegrate into society.

Enhancing legal measures to protect victims' legal rights: Enhance legal and administrative measures to increase the overall effectiveness of efforts to combat digital/cyber gender-based violence. Strengthen image matching efforts through the Sexual Image Abuse Reporting Center, which will notify online platform operators to remove, take down or restrict access to content involving gender-based violence. Ensure that victims do not suffer further harm while seeking help.

Compiling gender-based violence statistics and advancing research in this area: Establish a cross-ministry research center for gender-based violence prevention, develop localized survey tools and assessment metrics, and advance the application of statistical data and analytical findings.
