Developing applications for location-based digital modeling and digital twins

The Executive Yuan has approved the Asia Silicon Valley Development Plan 3.0 (2025-2028) to prioritize advancements in artificial intelligence, 5G, satellite networks and other technologies, to accelerate the digital transformation and net-zero transition of industries, and to expand Taiwan's global footprint. One of the plan's vital components is a new program to develop infrastructure and applications for digital modeling and digital twins of locations in Taiwan's cities and countryside. This program will take the distinctive features of urban and rural locales and combine them with digital technologies such as 3D modeling, augmented reality (AR) and 5G, to develop business models for 12 immersive virtual experience scenarios (entertainment, e-commerce, education, sports, culture, animation, film and television, tourism, travel, competitions, performances, and public services). Under the program, funding for non-hardware digital content will be considered part of the public infrastructure budget for the first time. By advancing these innovative digital services, the government will accelerate the upgrade and transformation of industries and local economies.

Key points

Enhance the digital modeling development ecosystem: Assist local government investment in digital infrastructure by analyzing both international and domestic needs and development strategies; planning use cases and scenarios in various Taiwanese urban and rural settings; and releasing standards, specifications and open application programming interfaces (APIs) for digital twin platforms.

Develop and implement digital modeling applications: Facilitate the execution of digital modeling application proposals by assessing the needs of local governments; setting up central and local government coordination mechanisms; creating showcase examples of digital modeling by the central government; and establishing subsidy measures for local governments.

Build international exchange and cooperation networks: Use conferences and exhibitions to demonstrate digital modeling and digital twin applications in specific fields (such as immersive virtual experiences aimed at education, tourism or sports). Exchange development experiences with relevant international partners in industry, academia and research. Support overseas promotion of the program's application services.
