As more nations around the world commit and take action to reach the goal of net-zero carbon emissions, the government in March 2022 put forth its own plan for Taiwan's Pathway to Net-Zero Emissions in 2050. One of the plan's key strategies is the development of electric and carbon-free vehicles, with a current focus on promoting electric passenger buses based on the maturity of the technology. To expedite the creation of a green public transportation environment, the government initiated a demonstration project for electric buses between 2020 and 2022, and is now following up with a plan to achieve full electrification of Taiwan's bus transportation network by 2030. In addition to subsidizing bus companies' vehicle purchases, the plan also allocates funding for complementary measures such as establishing systems for electric bus maintenance and support, providing passenger services and upgrading operation routes. These measures will ease the financial burden on bus companies and provide greater assistance with vehicle maintenance and operation.
Four main strategies
■ Upgrade the performance of passenger bus services: Set up certification systems for vehicles and vehicle batteries. Establish standards to inspect automated and smart technologies. Create a platform to monitor bus operations. Provide guidance and evaluation regarding the reduction of air pollutant emissions.
■ Incentivize participation through more robust systems: Promote electric bus demonstration projects. Review and refine government systems that subsidize the purchase and operation of electric buses and diesel buses.
■ Improve electricity infrastructure: Evaluate the demands and facilities required for electric vehicle charging. Devise blueprints for a smart grid to support electric buses. Regulate electricity supply standards. Explore the feasibility of energy storage systems for supplying electricity.
■ Build international industry value chains: Develop auxiliary systems for automated and smart technologies. Facilitate domestic development of key electric vehicle components. Promote mechanisms and systems for vehicle maintenance and repair. Assess the feasibility of innovative changes in rental warranties.
