The urban-rural development component of the Forward-looking Infrastructure Development Program aims to enhance the quality of public environments, elevate people's living conditions and improve overall national image. In addition to large-scale projects led by the central government, it also supports all counties and cities in advancing infrastructure proposals in accordance with local needs. From 2017 to 2025, the plan is promoting projects in 16 major categories, including transportation, social welfare, industry, culture and tourism. All projects invest in infrastructure suited to their corresponding urban or rural living conditions, and follow the five core principles of small investment, big benefits, quick turnaround, rapid launch and tangible results.

■ Alleviate parking issues at park-and-ride facilities and at tourism and recreation areas.
■ Build roads that meet new specifications. Improve the overall appearance and functionality of streets.
■ Improve amenities in old districts of small and medium-sized towns by transforming public areas, transportation depots and service facilities.
■ Develop local industrial parks to help upgrade businesses and provide local jobs.
■ Restore and revitalize cultural assets to serve as local lifestyle facilities.
■ Renovate and reconstruct school campuses to enrich community functions.
■ Establish centers for public services in towns, communities and neighborhoods to serve as focal points for local public life.
■ Improve sports centers and facilities, and integrate recreation with conservation and ecology, thus meeting people's sports and recreation needs.
■ Preserve and revitalize the uniqueness of Hakka cultural areas to promote tourism development and invigorate local economies.
■ Build up indigenous culture and health stations and public service locations. Integrate long-term care, child care and digital learning stations into public service delivery points for indigenous communities.
■ Strengthen investment and guidance for innovative indigenous businesses to smooth the transformation of traditional indigenous industries.
■ Create scenic areas that attract international interest and build an environment for friendly travel services to upgrade the tourism industry.
■ Augment and optimize the nation's sports centers and facilities to strengthen the population's physical fitness and improve the public's quality of life.
■ Continue building Hakka community infrastructure, creating a balance of cultural depth, geographical uniqueness and environmental harmony.
■ Promote regional revitalization to bring people back to rural areas and achieve balanced development across Taiwan.
■ Enhance students' learning environment by improving power systems and installing air conditioning at public high schools and below.
