Premier Sean Chen said in today's Cabinet meeting that judging from ketamine's addictiveness, the drug should be classified as a Schedule III controlled substance, but owing to its recent widespread proliferation, laws should be amended so makers, sellers and transporters of the drug are punished according to the harsher Schedule II basis.
"I believe the Ministry of Justice will take all elements into consideration, including students' right to an education and the conclusions of experts discussing the issue," Premier Chen said. He instructed the Ministry of Education and the Ministry of National Defense to focus on ketamine prevention and life counseling because most students develop their life habits in school, and if they are male, the military, before entering the workforce.
