Government on the Alert for Typhoon Talim

Premier Sean Chen commanded the Executive Yuan's Office of Disaster Management to convene an inter-ministerial meeting on the morning of June 18 to assess the potential impact of Typhoon Talim and the southwesterly airflow. One of the measures decided at the meeting was to open the Central Emergency Operation Center ahead of the typhoon, at 4:00 p.m. that day.

The Central Weather Bureau is expected to issue a sea alert for Typhoon Talim between the evening of June 18 and the morning of June 19. The combination of the typhoon and the southwesterly airflow is expected to trigger 1,200-1,500 millimeters of rainfall, comparable to the amount that induced flooding on June 10; the downpour may last until June 22. The typhoon is expected to affect Taiwan and neighboring Penghu, Kinmen and Matsu islands.

Ministry-level agencies such as the Ministry of the Interior, the Ministry of Economic Affairs, the Ministry of National Defense, the Ministry of Transportation and Communications and the Council of Agriculture have all completed preparatory work for the typhoon, and they are urging local governments to establish emergency operation centers.

The staggering amount of rainfall is expected to worsen conditions in mudslide-prone mountain areas whose soil is already saturated with water from the June 10 flooding; hence, citizens are cautioned against visiting these areas, and in municipal areas water pumps, sandbags and flood gates should be at the ready.

Citizens in low-lying western areas are urged to watch out for flooding and seawater encroachments, while households are advised to store food and water just in case. Organizers of the Dragon Boat Festival on June 23 should brace themselves for the typhoon and be ready to enforce evacuations and entry restrictions to ensure the safety of people and their property.
