Premier Lin Chuan today urged the new Cabinet to quickly push through reforms in response to public expectations, adding that the eyes of the nation and the world are on this Cabinet's first meeting and that there will be no breaking-in period.
The premier laid out three demands for his Cabinet members. First, government exists to serve the people, hence every policy must be rooted in the needs, expectations and dignity of the people. Public policies should promote national development, be forward-looking and actionable, and solve problems effectively. When faced with opposition or criticism, the Cabinet must communicate fully with the public and adjust its approach.
Second, with limited government resources, agencies must make every dollar count and select the best people for the job. This is the only way to push through new programs and policies smoothly, Lin said.
Third, emphasizing "service to the people," the Executive Yuan must pursue sustainable national development based on the principles of innovation, job creation and equitable distribution. That is, future policies should be driven by innovation while boosting employment and ensuring fair distribution of wealth to all. Government agencies must also communicate efficiently and coordinate their programs both internally and with one another.
Premier Lin additionally expressed three aspirations for members of the new Cabinet. He encouraged them to carry out reforms resolutely and restore public trust in government; to choose their words prudently and set examples of public service; and to take up their responsibilities with courage and relish the opportunity to serve the nation.
"As public officials, we must exercise authority with great care, be constantly mindful of our words and actions, and adhere closely to the principles of ethical governance," he said. "This is a special opportunity to serve our country. We must step up to the task and deliver results that satisfy the people."
