The Executive Yuan passed a bill today to help develop Taiwan's home rental market. The bill, drafted by the Ministry of the Interior (MOI), will be sent to the Legislature for deliberation.
Premier Lin Chuan said that the rights and obligations of tenants and landlords have long been unclear, which has hampered the healthy development of Taiwan's rental market. Describing this legislation as a breakthrough, the premier said it should be handled as a priority, and brought before lawmakers during the current legislative session. He instructed the MOI to coordinate and communicate with all party caucuses to complete the legislative process as quickly as possible.
The MOI said the bill's objectives include making home rental relationships more reasonable, setting up nonprofit organizations that provide professional advisory services, providing legal counseling and a dispute resolution channel, setting up a mechanism for the government to sublease and manage privately-owned apartments on behalf of owners, and protecting the rights and interests of parties to rental contracts.
