Premier Sean Chen on July 10 recommended Huang Min-kon, deputy minister of the Research, Development and Evaluation Commission, to fill the position of deputy secretary-general of the Executive Yuan. The nomination has been approved by President Ma Ying-jeou. Huang succeeds Steven S.K. Chen, who was promoted to secretary-general earlier the same day.
Huang began his career in civil service in 1974 as an entry-level officer in the secretariat of the Taipei City Government. After several years at the state-owned Taiwan Water Corporation (TWC), he rose to the post of secretary-general of the Taiwan Provincial Assembly and later the Taiwan Provincial Consultative Council.
Huang also possesses executive experience in local government, having served as deputy magistrate under former Taoyuan County Magistrate Eric Liluan Chu. When Chu vacated his position to take up the vice premiership in 2009, Huang stepped in as acting magistrate for four months. For his capable performance, he was tapped by then-Premier Wu Den-yih to become chairman of the TWC.
With a wealth of experience and knowledge, Huang is expected to bring strong administrative and coordination skills to the Executive Yuan. Premier Chen believes Huang's modest and conscientious decorum will serve him well in assisting Secretary-General Chen and strengthening interactions between the Cabinet and the Legislature.
