Executive Yuan unveils administrative plan for 2015

The Executive Yuan's administrative plan for 2015 was passed today at the Cabinet meeting and will be sent to the Legislative Yuan along with the central government general budget for further deliberation.

"The agencies have formulated their respective policies and plans based on President Ma Ying-jeou's governing philosophy and the Executive Yuan's administrative guidelines," said Premier Jiang Yi-huah during the meeting. He requested these agencies to proactively execute these policies and plans, adding that any goals or priorities should be adjusted in a timely fashion to suit changing conditions.

The National Development Council said that the Directions for Administrative Performance Management for the Agencies under the Executive Yuan requires each agency to work out a four-year administrative plan, with policy objectives and key strategic goals based on its respective functions and responsibilities. These medium-term plans should incorporate the ROC president's governing philosophy and the premier's administrative objectives, and should be reviewed and updated annually.

In addition, each agency should formulate an annual administrative plan, with key strategic goals based on business performance, administrative efficiency, financial management and organizational learning. Any policy changes to reflect new circumstances or meet different business needs should be incorporated here. The agencies should also conduct administrative performance assessments annually.

Several new measures were taken to formulate the 2015 administrative plan:
1. Managing policy objectives across agencies:
To strengthen links between agencies' administrative objectives and the Executive Yuan's major cross-ministry policies, three projects have been selected—the Free Economic Pilot Zone program, a project for improving income distribution, and a project for cross-field financial planning to add value to public works and technological development.

2. Adding human rights-related indicators:
To promote human rights, 16 agencies have created 18 strategic key objectives (including enhancing human rights awareness and strengthening rule-of-law education) and 24 key performance indicators (such human rights mainstreaming). These measures were created in line with the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights.

3. Setting common objectives and indicators:
All of the agencies have five objectives and seven indicators in common. In the area of administrative efficiency, two objectives are "strengthening research and development capabilities" and "promoting procedures for cross-agency services and cooperation." On the fiscal front, "implementing internal control mechanisms" and "raising asset efficiency and properly allocating government resources." In terms of organizational learning, "enhancing human resource quality and management efficacy."
