The rebuilding of old quarters for military dependents is being undertaken in conjunction with the revitalization of national land, Premier Jiang Yi-huah noted at today's Cabinet meeting. He expressed approval for this strategy, saying rebuilding efforts are made more effective by the opening of this land to diverse types of development.
Reconstruction of these communities is an important policy, and since 1996, the Ministry of National Defense (MND) has rebuilt 83 military villages and helped place over 69,000 households in new homes, the premier stated after an MND briefing on the results and prospects of this effort.
There are still three military dependent communities whose reconstruction is ongoing, and the premier requested to the MND that these projects be completed on schedule. Afterward, the ministry must proactively negotiate and properly handle important follow-up issues such as construction warranties, repayment of home financing, and land disposal and activation, he added.
Moreover, to conclude the last stage of the project without a hitch, the MND must propose solutions for the 12 villages which do not meet the conditions for reconstruction, provide appropriate explanations to householders there and settle disputes, Jiang added.
According to the MND, military dependents' quarters were established soon after the Republic of China's central government relocated to Taiwan in order to house members of the armed forces and their families.
Due to changes wrought by the passage of time as well as security concerns, in 1996 legislation was passed to rebuild these residences. In accordance with Article 8 of those regulations, a reconstruction fund was established which did not draw from the public treasury. In order to effectively utilize public land, comprehensive residential construction plans were drawn up for these areas to contribute to sound urban development while taking care of military families.
In the future the MND will continue to use the land revitalization platform in coordination with this major policy in order to more swiftly conclude follow-up work on the project, complete the disposition of land for reactivation as well as home loan repayment, preserve the unique culture of military dependent communities, and use innovation and integration concepts to achieve sustainable benefits from assets and enhance these areas' economic prosperity and development.
