The Cabinet today passed a draft of the Executive Yuan's 2018 statement of administrative policies, which will be forwarded to all relevant government agencies.
Government ministries and agencies drafted their respective portions of the policy statement based on President Tsai Ing-wen's policy agenda and the Executive Yuan's administrative guidelines. Each portion was then reviewed and revised by the relevant departments to ensure feasibility, Premier Lin Chuan said.
As required by the Budget Act, the Executive Yuan formulated its 2018 administrative policy statement prior to the end of this month so that the various competent authorities can use that statement to prepare their own administrative plans and budgets. The Executive Yuan is also required to submit next year's Central Government General Budget Proposal by the end of August.
The draft 2018 administrative policy statement has two sections:
1. Preface: In keeping with precedent, the draft statement begins with a preface that summarizes the domestic and international situation over the past year, designating "take all necessary measures to stimulate the domestic economy, strengthen efforts to develop Taiwan, and promote major reforms" as the government's primary tasks for the year ahead.
2. Administrative work plans: This section is comprised of eight topical chapters—national interior affairs, ethnic group issues and transitional justice; external affairs, national defense and cross-strait relations; economic and agricultural issues; fiscal and financial issues; education, culture and technology; transportation and construction; judicial and legal system issues; and labor, health, welfare and environmental protection.
