The Executive Yuan Council today passed a draft amendment to Article 14 of the Family Education Law which would make state family education courses available to all citizens rather than just marriage-eligible men and women and underage pregnant girls. The revision will be sent to the Legislature for deliberation.
Additionally, the amendment stipulates the competent authority will bring relevant public agencies and private resources together to offer family education courses in order to enrich and diversify family education service channels.
The Ministry of Education stated that the amendment brings Article 14 of the Act into compliance with Article 1 and General Recommendation No. 21, Paragraphs 19 and 20 of the United Nations' Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).
The discrepancy between the act and convention was discovered earlier this year when the Executive Yuan Department of Gender Equality convened the first task force meeting on reviewing laws' and regulations' consistency with CEDAW.
