At the Cabinet meeting today, Premier Jiang Yi-huah conferred medals of merit to Minister without Portfolio Huang Kuang-nan and Spokesperson Cheng Li-wun for their distinguished service to the Executive Yuan. The two will be leaving their Cabinet posts this week in pursuit of other career plans.
The premier commented that Huang was the only member of the Cabinet with a fine arts background, whose rich experiences have garnered him high esteem in the private sector. During Huang's term, the minister without portfolio reviewed legislations related to cultural heritage, public television and museums, while also conducting inter-agency negotiations on the Motion Picture Act. In the area of education, Huang implemented the 12-year national fundamental education policy and pushed for amendments to the Private School Act, the Primary and Junior High School Act, and a student counseling law.
Jiang praised Cheng as an excellent spokeswoman for the Cabinet. Articulate, presentable and possessing emotional intelligence, she is a source of pride for the Executive Yuan. Her background in the media gave her the ability to explain complicated government policies to the public in a personable, easy-to-understand way.
Under Cheng's direction, the Executive Yuan's Office of Information Services produced large volumes of government information and publications with great frequency—a capacity comparable to the former Government Information Office. In the midst of a thriving media environment, government news may not attract as much attention as private media productions, but Cheng and the Office of Information Services have done a standout job of helping people learn about government policy.
Talented individuals with a wealth of knowledge and administrative experiences, Huang and Cheng have also cultivated strong friendships and camaraderie with other members of the Cabinet, said Premier Jiang. The premier hoped that the two would maintain contact with the Cabinet and continue to support everyone as friends do throughout life. Finally, Jiang encouraged all Cabinet members to treasure their time with one other and cherish their memories at the Executive Yuan.
