The Cabinet today approved a draft of the Executive Yuan's medium-term administrative policy plan for 2017-2020, including the plan for 2017. The plans were drafted by the National Development Council and will be forwarded to the Legislature for review.
Premier Lin Chuan said the medium-term plan should take into consideration the government's budget over that period, while the annual plans for coming years should be prepared and budgeted based on the medium-term plan once it has been set.
The main contents and policy guidelines are as follows:
1. The medium-term plan contains 263 key strategic goals and 499 key performance indicators set by government agencies.
2. Each agency drafted their own administrative policy plans in line with the president's governance concepts and the Executive Yuan's policy guidelines—to pursue a new economic model for sustainable development based on the core values of innovation, employment and equitable distribution. Six major strategies reflect these guidelines:
a. Accelerate industrial upgrading, create a new innovation-driven economy: Focal efforts include the five major innovative industries and the lifestyle industries.
b. Build a social safety net, forge a new just society: Focal efforts include residential building safety, food safety, community care services, pension reform, a safer society and transitional justice.
c. Improve public infrastructure quality, foster a new environment of sustainable development: Focal efforts include public infrastructure and environmental sustainability.
d. Strengthen government management and efficiency, inject new vigor into rural regions: Focal efforts include government efficiency and regional development.
e. Enrich educational and cultural content, seek a new equality for all ethnicities: Focal efforts include policies on education, culture and ethnic issues.
f. Bolster national safety, create new space for international and cross-strait relations: Focal efforts include autonomous national defense, foreign and cross-strait diplomacy, and sovereignty in the South China Sea.
3. To make the most of limited budgets and resources, each agency has set its own key strategic goals for allocating budgets and resources appropriately and improving budget implementation efficiency. Under these goals are two key performance indicators: the agency's annual capital budget implementation rate, and the agency's ability to set budgets within the medium-term budget estimate.
