Executive Yuan invites public to enrich whitepaper

With public participation and following more than two months of meetings and gathering of online views, the Executive Yuan has completed its preliminary draft of the new Taiwan policy whitepaper on smart Internet.

In order to make the whitepaper's content more comprehensive, Vice Premier Chang San-cheng and relevant ministers without portfolio have invited the public and online community representatives to discuss the whitepaper at the Executive Yuan's "Open Mic" channel on YouTube from 2 p.m. to 4 p.m. tomorrow (April 16).

The drafting of the whitepaper is meant to align with the international trend of digital revolution, the Executive Yuan stated. The rapid development and widespread use of the Internet have evidently changed the economic operations of the physical world. To carry out forward-looking administration, Premier Mao has since taking office tasked various ministries and agencies to formulate bridges and platforms for information exchanges between the physical and online worlds so as to bolster the government's future administration through online technologies and innovations. Thus, the Executive Yuan has drafted the whitepaper to serve as a major reference for promoting relevant policies in the future.

The Executive Yuan stated that the whitepaper's preliminary contents cover five major aspects: infrastructural environment, transparent administration, intelligent lifestyle, online economy and smart homeland.

In reinforcing infrastructural development, the government will review and update laws and regulations, enhance information and telecommunications infrastructure, and develop protection networks for information security.

In implementing transparent administration, the government will expedite open data to satisfy the public's rights to know and to use information, institute an environment where the whole citizenry can participate online, and innovate proactive services.

In creating an intelligent lifestyle, the administration will incorporate open data with smart technologies to channel into elder care, education, culture and various other aspects of living.

In promoting online economy, the administration will emphasize innovative startups as well as enhance e-commerce and online finance environments and safety in order to generate new momentum for economic growth.

In promoting a smart homeland, the administration will establish interactivity and coordination between people, the environment and society via information technology.

In the live online webcast tomorrow, besides Vice Premier Chang, ministers without portfolio including Duh Tyzz-jiun, Tsai Yu-ling, Feng Yen and Yeh Shin-cheng will also discuss these issues directly with online community representatives. The Executive Yuan welcomes the whole citizenry to participate in the online discussion so as to help make the whitepaper more comprehensive.

Information about the whitepaper's preliminary draft has been placed on the Chinese-language interactive platform http://join.gov.tw, and citizens are welcome to contribute their opinions.
