The Executive Yuan today approved a proposal by the Ministry of the Interior to amend the Household Registration Act to strengthen the registry system and streamline procedures for more convenient public services.
Under the proposed changes, indigenous persons would be able to register their ethnic status and tribe in household information systems and on household certificates. And to protect the rights of all citizens, every child under 12 years of age should have had their birth registered.
To make procedures easier for the public, parties to a marriage may go to any household registration office to register their marriage or divorce within the country, provided that either or both persons are currently or were previously domiciled in Taiwan. Persons seeking copies of their marriage or divorce certificate, record of marriage, or history of address or name changes should also be able to do so at any household registration office. Also, a new system will be introduced to quickly verify the information printed on a household certificate.
A household registration office making a correction, revocation or annulment to a person's household registration in accordance with their respective functions and powers must notify the person after the changes have been made. But if the law requires that a person's household registration is to be annulled due to loss of ROC nationality or Taiwan area citizenship, or if such an annulment is to be withdrawn, the household registration office may process the annulment or withdrawal without notifying the person.
These proposed changes will be sent to the Legislative Yuan for approval.
