The Cabinet today passed draft amendments to organization acts for the Ministry of the Interior (MOI) and 42 other government agencies, as part of the wider Executive Yuan restructuring effort that began in 2012.
The amendments, proposed by the Directorate-General of Personnel Administration (DGPA), would complete the legal procedures required for the government reorganization. This latest round seeks to reform the MOI and reorganize other ministries into new units including a ministry of environment and natural resources, a ministry of economic and energy affairs, a ministry of transportation and construction, and a ministry of agriculture. Government responsibilities and tasks would also be reassigned and consolidated according to nature and function to ensure the work is undertaken effectively and efficiently.
The DGPA said that the Organizational Act of the Executive Yuan was amended on February 3, 2010 to merge 37 government agencies into 29 (consisting of 14 ministries, eight councils or commissions, three independent administrative institutions, one central bank, one national museum and two directorate-generals). Since the launch of the restructure in 2012, legislation for the organizational acts of 23 agencies have been completed, while that for the Mainland Affairs Council is still under review at the Legislature. For this round, 43 organizational acts for five ministries and their subordinate agencies were re-examined by the Executive Yuan and resubmitted to the Legislature for deliberation.
