The government aims to forge Taiwan into a global manufacturing hub for intelligent machinery and high-end equipment parts, Premier Lin Chuan said today at a Cabinet meeting.
The premier made the remarks after a briefing by the Ministry of Economic Affairs (MOEA) on a program on intelligent machinery—one of five major innovative industries promoted by President Tsai Ing-wen. The program seeks to integrate and inject innovative research into the industry while building the type of know-how, experience and technical services that the market requires, Lin said.
The industry mainly focuses on the production front, but distribution channels and branding are also important, the premier said. He asked agencies to map out complementary measures that help businesses in creating international brands and reaching global markets.
The MOEA said it will introduce the appropriate technologies based on Taiwan's information and communications technology strengths as well as the agency's experiences in promoting precision machinery. The program employs three strategies:
Connect with local industries
The program will build a global smart machinery hub centered on Taichung City and surrounded by Changhua, Yunlin and Chiayi. By integrating central and local government resources, building an industry platform, and incorporating urban planning concepts, the MOEA hopes to make the region a pilot development zone for the intelligent machinery industry.
Connect with the future
The MOEA aims to develop an Industrial Internet of Things, promoting intelligent information systems that link users, machine and products while enhancing information flow between suppliers and buyers. The program will also find solutions for linking different factories primarily in the aerospace and semiconductor industries, as well as in intelligent transportation, green motor vehicles, energy, machinery, electronic information, metal vehicles, food and textiles.
Other efforts include developing Taiwan's own machinery technologies and applications, and creating import substitutes for semiconductor equipment, smart motor vehicles and intelligent robots. The program will also strengthen interdisciplinary cooperation on aerospace machine tools, build clusters by integrating different divisions of the industry, conduct field trials to verify operability, and export Taiwan's systems integration solutions.

The MOEA will strengthen bilateral collaborations with Europe, the United States and Japan to import advanced technologies and team up with global players. It will also expand markets by exporting systems integration solutions and marketing Taiwan's machine tools and aerospace intelligent machines. Resources across different ministries will be combined to help the industry tap new markets abroad.
