Chang Fan named deputy finance minister

The Executive Yuan announced today that Chang Fan, commissioner of urban and rural development at New Taipei City government, has been named political deputy minister of the Ministry of Finance (MOF). He will be taking over the position from Chang Pei-chih, who has resigned due to health reasons.

Chang graduated from National Chengchi University with a Ph.D. in land economics. He formerly served at the Industrial Development Bureau of the Ministry of Economic Affairs as section chief, specialist, deputy chief and chief. He also spent time at the Legislative Yuan as researcher, senior executive officer and senior secretary. At the MOF, he was deputy director-general of National Property Administration (NPA).

An expert in public property development and urban planning, Chang previously spearheaded development projects at the Changhua Coastal Industrial Park, the Yunlin Offshore Industrial Park, and other science parks. He also made outstanding contributions to the NPA's public land development projects while serving as deputy director-general there.

Chang was tapped for the MOF post because of his experience in land administration, Executive Yuan officials said. As deputy minister of finance, Chang will be in charge of national property affairs and is expected to help the minister promote major financial policies.
