At Thursday's weekly Cabinet meeting, Premier Cho Jung-tai was briefed by the Ministry of Digital Affairs (MODA) on version 3.0 of the AI Industry Talent Competency Guidelines, aimed at fostering an AI talent ecosystem. The premier said that the government is proactively developing cross-sector AI talent guidelines to turn AI applications into drivers of national development and boost Taiwan's overall AI competitiveness.
Premier Cho noted that the guidelines classify AI talent into three categories: application, development and research. Furthermore, with the January 2026 promulgation of the Artificial Intelligence Basic Act and the rapid proliferation of agentic AI tools, version 3.0 of the guidelines will include "AI governance literacy" and "AI collaboration and development" as competency areas to promote the cultivation of AI talent capable of identifying AI application risks, as well as to strengthen their practical skills in AI-assisted collaboration and development.
The premier stated that the MODA currently has 25 ecosystem partners—comprising 18 training providers, four certification bodies and three platforms—and that it is working with the Directorate-General of Personnel Administration to develop AI talent competency guidelines for civil servants, expected to be formally unveiled in June as a framework for AI talent development in the government sector.
