The Executive Yuan today approved an amendment to the Act Governing Relations Between the People of the Taiwan Area and the Mainland Area, which, if approved by the Legislature, would permit more goods to flow from Taiwan to the mainland via the Kinmen, Matsu and Penghu area.
The proposed amendment contains the following:
1.Regarding mainland goods intended for import into Kinmen, Matsu and Penghu only, the amendment contains a new provision laying out penalties for persons who forward these goods to another destination in Taiwan. (Article 93-4)
2.The amendment rescinds the provision that restricts the transfer of Taiwan goods to the mainland area via Kinmen, Matsu and Penghu.
The amendment adds penalties for exceeding limits on the quantity and types of mainland goods mailed or brought by passengers into Taiwan via Kinmen, Matsu and Penghu.
Implementation rules on related dealings between the mainland area and the area of Kinmen, Matsu and Penghu will be prescribed separately by the Executive Yuan. (Article 95-1)
