Healthy Taiwan Cultivation Plan

The government is launching the Healthy Taiwan Cultivation Plan (2025-2029) to address the nation's demographic shifts and growing demand for medical care, as well as to ensure the sustainability of the National Health Insurance system. With a total budget of NT$48.9 billion (US$1.5 billion), the plan puts forward innovative measures in four key areas: improving working conditions for medical personnel, cultivating diverse talent, integrating smart medical technology and promoting socially responsible, sustainable medicine. The plan aims to help the medical system overcome its current limitations, enhance care for people of all ages and align with international health-related sustainable development goals—thereby steadily advancing the policy vision of a "Healthy Taiwan" and propelling the country to the forefront of medical development in the Asia-Pacific region.

Four key areas

Improving working conditions for medical personnel: Enhance the core values and working environments of medical personnel. Improve resource allocation within hospitals. Expand investment in technology to reduce workloads. Devise strategies to retain talent in the medical workforce.

Cultivating diverse talent: Provide opportunities for continuing education and professional growth. Promote interdisciplinary collaboration and learning among health care professionals. Increase incentives to return to hospital practice for specialists in emergency medicine, critical care or intractable diseases. Establish clear career development pathways.

Integrating smart medical technology: Leverage AI technologies to support clinical care. Adopt internationally recognized medical technologies and practices. Optimize care delivery processes and efficiency. Enhance the sharing and security of medical data. Foster the development of smart hospitals.

Promoting socially responsible, sustainable medicine: Implement a tier system for medical institutions in order to route patients toward the appropriate level of care and capacity. Facilitate government initiatives to improve the accessibility and fair distribution of medical resources. Encourage healthy lifestyle choices. Promote environmentally friendly, green hospitals. Establish environmental, social and governance (ESG) management models.
