Forming a national ocean radar observation network

To address challenges arising from climate change, geopolitical developments, navigational hazards, and search and rescue operations, the government is implementing a pilot program for maritime safety monitoring, response and technological capabilities (2025-2028). The program aims to establish a national ocean radar observation network to conduct round-the-clock monitoring of currents, waves and wind conditions. This initiative will upgrade maritime safety management and disaster response capabilities, bringing Taiwan closer to its vision of becoming a safe, sustainable and science-based ocean nation.

Main strategies

Extend the observation network nationwide: Deploy multiple types of ocean remote sensing radar systems at key locations along Taiwan's coastline to create a real-time monitoring network covering surrounding waters. This network will help eliminate strategic blind spots to improve identification of unknown targets, while also providing early-warning maritime alerts to enhance recreational safety.

Deepen the application of AI technologies: Integrate AI-based analytics and predictive modeling to deliver real-time risk assessment and dynamic forecasts. These capabilities will boost search and rescue efficiency by refining drift prediction for persons overboard incidents; strengthen pollution response by enabling real-time forecasts of oil spill dispersion following maritime disasters; reduce the risk of recreational accidents by improving early warning systems; and protect marine environments by enhancing maritime safety management.
