Food safety is of critical concern to the public's health. To ensure the comprehensive monitoring of food products, in June 2016 the government introduced a Five-point Food Safety Policy, followed by a food safety improvement plan in two phases (2017-2020 and 2021-2024).
In 2024, to further improve the national food safety network, the government began promoting version 2.0 of the Five-point Food Safety Policy, and has additionally approved a program for achieving excellence in food safety management (2025-2028). Focusing on three main areas—food source risk management, chain of custody certification and community monitoring—this program will advance the integration of food safety mechanisms, strengthen their management, inspection and guidance processes, and expand the application of AI technologies, thereby protecting the public and upholding food safety from farm to table.
Three main areas
■ Food source risk management: Build a digital online audit system and carry out a consultation process to facilitate the formulation of management standards and measures for detecting potential safety concerns before they occur. Use smart monitoring and early warning methods to strengthen food safety risk management and improve alert mechanisms. Proactively seek the establishment of cooperative networks with the food safety and health authorities of other nations and international organizations.
■ Chain of custody certification: Employ AI enhanced customer service systems and an integrated health and safety management platform for food distribution and sales, to provide industries with information on professional competencies as well as domestic and foreign laws and regulations required by the market. Digitize the application and registration process for food safety inspections to boost efficiency and promote the development of digital monitoring.
■ Community monitoring: Strengthen monitoring for non-compliant advertisements across electronic media and encourage the public to report suspected violations. Build a smart customer service system to provide comprehensive food safety consultation services and employ a broad range of communication channels to enhance the public's awareness of food safety.
