Facing intensifying global competition for marine resources, the rapid growth of the blue economy and increasingly complex maritime security challenges, the government has unveiled an ocean technology and industry development plan for 2027-2030. The plan aims to harness Taiwan's technological prowess in semiconductors, AI, next-generation communications and other fields to position the ocean as a pillar of national security, a frontier for industrial innovation and a shared space for all, thereby opening a new strategic chapter of prosperity and co-creation in Taiwan's engagement with the ocean.
Three strategies
■ Incorporating technology into maritime security: Establish an international observation and research station for the Western Pacific to promote marine scientific research in areas including hydrology, climate science, geology, national security and biological resources. Utilize AI, low-Earth-orbit (LEO) satellites, unmanned vehicles, and advanced sensing technologies to strengthen maritime surveillance and proactive early-warning capabilities.
■ Spurring the development of smart marine industries: Advance innovative applications in underwater communications, autonomous surface and underwater vehicles, and related fields to build capabilities in critical underwater technologies. Facilitate the commercialization of R&D results and their integration into industry value chains by establishing demonstration and verification sites for technology-driven marine industries, including smart vessels, smart ports, deep-seawater applications and precision aquaculture.
■ Integrating marine culture into everyday life: Introduce smart early warning systems for coastal and marine activities, develop wearable physiological monitoring and assistive devices, and create a safe and accessible environment for everyone to engage with the ocean. Strengthen marine education, cultivate cross-disciplinary talent and actively promote marine sports, recreational activities at sea and marine cultural industries.
