Micro-, small and medium-sized enterprise diversified revitalization and development plan

Traditional industries and micro-, small and medium-sized enterprises (MSMEs) have long been vital pillars of Taiwan's economy, collectively building a foundation for the nation's robust industrial supply chains. To support these sectors, the government is allocating NT$11.6 billion (US$356.6 million) in 2025 to promote a plan for the diversified revitalization and development of MSMEs. In addition to the three major strategies outlined below, the plan will implement the three complementary measures of inclusive loans, tax benefits, and guaranteed financing amounts and ratios, while also establishing a one-stop service window to assist businesses with digital transformation, net-zero transition and channel development. The plan aims to realize the government's policy goals of increasing employee salary levels and achieving inclusive growth.

Three major strategies

Digital transformation: Provide free online courses and facilitate introduction of digital software. Smoothen the AI transformation of the service industry, promote AI applications in the manufacturing industry and offer customized assistance to companies according to their AI capabilities.

Net-zero transition: Help businesses understand carbon footprint verification, methods for reducing carbon emissions, and carbon fees; provide both online consultations and on-site consultation visits. Match businesses with energy-saving services from energy service companies (ESCOs), and expand support for the replacement of old equipment with more energy-efficient equipment. Facilitate businesses' green energy procurement and green leasing.

Channel development: Bolster local economies by optimizing business environments, integrating the tourism industry to expand resources, and providing guidance for the development of distribution channels—for example, through the Executive Yuan's program to promote urban and rural industries (2025-2028), which develops the unique industries and tourism potential of local communities nationwide in order to assist industry upgrading and transformation, as well as expand their marketing and distribution channels. Help companies expand into overseas markets, such as by encouraging the formation of industrial holding companies, supporting the export of competitive products, and promoting products under the national brands of Taiwan Select and Taiwan Excellence.
