Amid the transformation of cultural economies worldwide in the new digital age, Taiwan's government is actively partnering with domestic and international film and television industries to champion Taiwanese cultural content. The goal is to harness cultural soft power to drive the content economy, stimulate growth in related industries such as tourism and derivative merchandise, and strengthen Taiwan's ability to articulate its own cultural narratives and engage with international audiences. Expanding Taiwan's presence in global markets and key industry value chains will enhance its international competitiveness in this sector, while the diverse cultural content growing out of a free, democratic society will help shape a distinctive and recognizable Taiwanese cultural brand.
Key strategies
■ Boost industry capacity through film and television grants: Offer a wide variety of grants and subsidy programs to support the story development, production and marketing of films, TV series, animation and children's programming, laying a strong foundation for original cultural content to reach international audiences.
■ Elevate film and television as a national strategic industry: Implement tax benefits, investment tax credits, and cultural ESG (environmental, social and governance) mechanisms to encourage investment in the film and television sector centered on Taiwanese content. Through the Taiwan Creative Content Agency (TAICCA), attract new capital and expand international markets and distribution channels. Leverage the National Development Fund to stimulate private investment, advancing production and international outreach across areas including film and television, children's content, and intellectual property in the cultural and creative industries.
■ Establish public television as a talent incubator and production hub to build industry capacity: Expand development and production of programming for the Public Television Service (PTS) main channel, PTS XS children's channel, and the language channels PTS Taigi and Hakka TV. Pioneer innovative co-investment and co-production business models in partnership with three major Taiwanese telecommunications operators to create high-quality Taiwanese dramas, enhancing the international profile and market competitiveness of Taiwan's film and television productions.
