The government is advancing a broad range of measures to ease the burdens faced by young people, such as by continuing to refine policies related to taxation and parenting, thereby creating supportive environments for marriage, childbirth and childrearing. The recently launched NT$10 billion (approximately US$328.4 million) Taiwan Global Pathfinders Initiative also encourages young people to submit proposals for overseas programs to broaden their international horizons and acquire specialized knowledge, thus boosting the competitiveness of Taiwan's new generation.
On May 1, 2025, the Executive Yuan approved a draft bill for a basic law on youth affairs in order to promote "youth mainstreaming"—the integration of youth issues and perspectives into policymaking. This proposed legislation aims to ensure opportunities and channels for youth participation in public affairs; establish more comprehensive public support systems; empower young people to realize their potential and advocate for their own interests; and foster healthy, resilient global citizens.
Main points of the act
■ Define youths as individuals aged 18 to 35. Stipulate that if other laws specify different age ranges for youths (ranging from 15 to 45) based on different practical needs, those provisions shall prevail.
■ Safeguard the rights and interests of young people, including those rights pertaining to learning and education; employment and career development; innovation and entrepreneurship; local support systems; housing and supportive childrearing environments; equality; access to sports and skills development; access to arts and cultural activities; and participation in public affairs.
■ Stipulate that all levels of government shall establish administrative systems for youth affairs to effectively promote related policies.
■ Formulate a youth policy white paper every four years to serve as the administrative basis and guiding principles for Taiwan's youth-related policies.
■ Require that the premier shall convene regular meetings of an interministerial youth affairs development task force, and that local governments shall also hold cross-departmental youth affairs development task force meetings. These initiatives will help increase youth engagement and build social consensus on vital issues.
