The Preferential Housing Loans for the Youth program was launched in December 2010 to help young people realize their dreams of owning a home and starting a family. The program was upgraded to version 2.0 in August 2023. To support the government's new population strategy, the latest upgrade to version 3.0, effective August 1, 2026, will extend existing benefits and greatly expand home purchase assistance for newlywed and childrearing families. Through more flexible financial support measures, the program aims to ease housing pressures and help the younger generation raise families with peace of mind.
Key points
■ Repayment relief: During the first three years of the loan, borrowers will receive an interest subsidy of 0.5 percentage points. Beginning in the fourth year, the subsidy will be reduced by 0.125 percentage points annually until it is fully phased out at the end of the sixth year.
■ More support for childrearing families: The loan cap will increase to NT$12 million (approximately US$371,000) for applicants who married within the two years preceding their application, and to NT$15 million (approx. US$463,000) for applicants raising minor children.
■ New eligibility thresholds: The borrower must be under 50 years of age. The sum of the borrower's age and the approved loan term must not exceed 80 years. The borrower's annual personal income must not exceed NT$2 million (approx. US$62,000). The maximum purchase price for eligible homes is subject to regional caps.
■ Stronger post-loan management: The program will continue to limit each borrower to one preferential loan per lifetime and require borrowers to sign an owner-occupancy affidavit. State-owned banks will strengthen pre-loan screenings and conduct post-loan data matching across public institutions to recover excess interest subsidies from non-compliant borrowers.
