The programs involve improving driving safety, enhancing the passenger experience, increasing public bus service capacity and refining multi-card electronic ticketing systems to deliver higher-quality and more equitable services.
To further ease the public's transportation burden, the TPASS initiative was launched in July 2023, introducing an affordable and convenient monthly travel pass (TPASS 1.0) that offers unlimited rides across multiple modes of public transportation within a specific region. In January 2025, a frequent rider program (TPASS 2.0) was added, providing monthly rebates based on usage frequency to encourage greater use of public transportation, especially among users who travel less often or across regions.
Overview of TPASS 1.0 and 2.0
■ TPASS 1.0: A monthly travel pass developed with support from the central government, which worked with local governments to design region-specific options based on a nationwide assessment of travel patterns and public transportation conditions. Integrating central and local resources, each pass offers unlimited rides on metro systems, bus services and Taiwan Railway services within a designated region that covers one or multiple counties and cities.
■ TPASS 2.0: A frequent rider program that provides monthly rebates based on usage frequency. Individuals can participate simply by registering their identity-linked public transportation cards on the Highway Bureau's frequent rider rewards platform. Those who take 11 or more public bus trips in a month become eligible for tiered fare rebates, with similar cashback rewards for using Taiwan Railway and metro services.
