From 2010 to 2024, a series of programs have promoted the development of highway public transportation and its increased use by the public. Building upon these initiatives, the government will launch a new 2025-2028 program focusing on sustainable highway public transportation and transportation equality to provide better quality, more accessible services; strengthen bus operational safety; and enhance the overall utilization rate through adopting smart transportation and digital management, and increasing the proportion of barrier-free buses. These measures are expected to help accelerate the return to pre-pandemic passenger numbers and create a highway public transportation system that is human-centered, equitable, low-carbon and green.
Four main strategies
■ Restored and improved services: Improve the bus fare structure and subsidy system, alleviate bus operator labor shortages, and promote integrated public transportation ticketing and transfer discounts.
■ People-centered, accessible transportation: Promote diversified transport services in remote locations and areas with super-aged populations, enhance the environment of bus shelters, and strengthen bus safety management.
■ Smart services and digital management: Advance innovative and smart public transport services, promote data-based driving behavior analysis, and construct a highway public transport safety management platform.
■ Low-carbon green operations: Increase the range of green public transport services and reduce the use of private vehicles.
