AI innovation: Grand strategy for a small country

With artificial intelligence (AI) set to drive the next generation of development in Taiwan, the Ministry of Science and Technology (MOST) has formulated a five-year, NT$16 billion (US$517.5 million) strategy to cultivate AI technology specialists and create an environment for AI scientific research. Under this “grand strategy for a small country,” the objective from 2017 to 2021 is to focus on areas where Taiwan possesses strengths and potential advantages, such as semiconductors and information and communications technology, and develop select fields for the future, including the internet of things, security solutions and driverless vehicles. By leveraging small but powerful technologies, Taiwan will be able to provide ever-greater innovative value, improve the public’s wellbeing, and realize its vision of becoming a smart, innovative nation.

Five key strategies
R&D services: An AI cloud service and high-speed computing platform will be created at the national level to provide a large-scale, shared-use, high-speed computing environment. The government will also nurture AI research service companies to form a regional AI innovation ecosystem.
Value-added innovation: Four AI innovation research centers will be established to train AI specialists and invest in technological development. A world-class R&D cluster will also be formed to expand the pool of AI talent.
Creativity and practice: An AI Robot Makerspace is to be established at the central and southern Taiwan science parks for innovative applications and integration of robotics software and hardware. The facility will also provide a place for young people to gain hands-on experience.
Industrial pilot program: An AI semiconductor “moonshot” project is underway to help the semiconductor industry remove bottlenecks to AI-powered edge computing. Taiwan will also train top talent for semiconductor process technologies and chip design. 
Social participation: Three “Formosa Grand Challenge” technology competitions will be organized to uncover talent and develop technology while stimulating creative abilities.
